[ACPI] Move the /proc/acpi/processor/./performance output to

[ACPI] Move the /proc/acpi/processor/./performance output to
drivers/acpi/processor.c -- it's the same for all lowlevel drivers.

By doing so, the lowlevel drivers no longer need
to have access to struct acpi_processor.
