[PATCH] janitor: isdn/icn: change units of ICN_BOOT_TIMEOUT1

Change units of ICN_BOOT_TIMEOUT1 to msecs instead of jiffies for
msleep_interruptible() in icn.c.  Also, remove unused constant
ICN_CHANLOCK_DELAY.
