covers: import from the master lane; stripe-alloc updated for the fold

The cover letters and design notes move here from zygo-linus-master-zb64
because misc-next is the submission lane.  stripe-alloc.txt is updated
for the fold of the four appends into their targets (remainder-sync
compute order into patch 25, the three meta-retirement fixes into patch
39): subject and diffstat back to 0/39, the append block leaves the
roadmap, and the prose describes the fixes as part of their patches.
