[ARM] Remove Documentation/ARM/XScale

Patch from Deepak Saxena <dsaxena@plexity.net>

Documentation/ARM/XScale has not been updated by anyone in a long time;
therefore, it is being deleted until someone volunteers to provide
updated versions.
