[NETFILTER]: Fix various problems with MIRROR target.

- check TTL before rewriting so icmp_send gets clean packet
- skb_copy_expand(skb) for tcpdump and asymmetric routing
- inline some function
- remove unneccessary struct in_device declaration
- remove RTO_CONN
