[PATCH] Fix arlan compilation with CONFIG_PROC_FS=n

when PROC_FS=n, arlan.h will define init_arlan_proc() and
cleanup_arlan_proc() as macros.  So, whitout the #ifdef/#endif here, we have
two definitions.
